Cook rice separately (BI1).
Heat ghee, sauté onions until golden brown (BI2, BI3).
Add tomatoes and sauté (BI4).
Add mutton, water, and boil for 1 minute (BI5).
Add spices, yogurt, and half fried onions, cook until dry (BI6, BI7).
Mix with boiled rice, garnish with remaining fried onions.
